Would it be possible to have a 640x480 skin ?
just a functional one with the buttons, no decoration, colors,...
I don't know if it can be accepted by the program (and I don't know if an existing skin could be adapted)

On the skin develop page:
The .bmp file contains all the graphics needed in your skin.
You can use any bitmap editor (from Paint to Photoshop) to modify or create it.
The bitmap should have a width of 800, and a height of at least 600 (but usually more).
In the first 600 rows you'll find the background used for your skin.
The next rows are used to store additional graphics, like pushed or selected buttons.
So I don't think it'll be possible... of course I'm not a skin-builder!

yes, I had looked a this page, but it does not say how hard in the code it is implemented. If it is only coordinates that define the buttons, a smaller skin could work.
