I was planning to use the virtual dj app at a venue. I tested the app at home on two devices, (My android phone and my android tablet), and everything worked great. When I got to the venue, I signed both of my devices ... my computer and my android tablet ... into the same wifi. When I tried to connect the app to my computer, it would not connect. Thinking that the problem might be with the android tablet, I tried pulling up the app on my android phone and tried to connect, but to no avail. I was wondering if there might be some sort of block that a venue might put on an internet portal that might prevent the app to work, such as a setting meant to block video games or something.

That is indeed possible. In that case you could create a wifi Hotspot with your phone and have your laptop connect to the phone wifi
