Does anyone know how to apply a brushed metal effect surface to a done skin with grey background color?

Photoshop?

A few easy steps to create a brushed effect, but to do it to a bpm skin gets tricky. You need to mask the surface before you can apply any changes.

Here's an example of a brushed effect creted in cs2
